Complaints of a Peeping Tom in a Stamford neighborhood led to the apprehension of a 45-year-old burglary suspect linked to a burglary and other crimes.

At approximately 11 p.m. on Thursday, Nov. 8, Officer Eric Cooper, a rookie with the department, began to check the Parc Grove Apartments at 180 Broad St. as a result of numerous previous reports of suspicious activity and resident complaints of the Peeping Tom. A woman that was walking her dog alerted the officer to a suspicious man that was seen in the courtyard, Stamford Police said.

This man was approached and officers began to investigate what he was doing in the area. The male, who was later identified as Phillip Mayo, initially gave the officers an incorrect name and also claimed to be a resident of the building. Officers determined that he did not live in the building and he was arrested for criminal trespass and interfering with a police investigation.

The Bureau of Criminal Investigations was notified of the arrest and began to determine if Mayo was the suspect that was involved in numerous incidents in this area. As a result of the combined investigative efforts, Investigator Damien Rosa submitted an arrest warrant for Mayo for an incident that occurred at this same building on Dec. 14, 2017, police said. On that date, Mayo entered an apartment where he encountered two women inside before fleeing the residence once he was discovered. Officers did not identify Mayo until this latest arrest.

The arrest warrant related to the Dec. 14 incident was granted and Mayo was additionally charged with second-degree burglary, third-degree criminal trespass and second-degree breach of peace. Mayo is currently held on $325,000 bond.

Investigators suspect that Mayo committed other similar crimes in Stamford and are working to develop those cases. If anyone has any information related to Phillip Mayo that would assist in these investigations, they should call Investigator Damien Rosa at 203-977-4421.
