Joaquin Cante-Perez, 44, of 151 Spruce St., was arrested a few blocks from the police station just before 6 a.m., a few minutes after the act, police said. When he was detained, the man appeared to be highly intoxicated, police said. He's charged with first-degree breach of peace.

At police headquarters an officer attempted to interview Cante-Perez  but "due to the level of intoxication he was unable to provide a reasonable explanation for his actions," according to Sgt. Simon Blanc.

His bond was set at $500, and he was held for a court appearance on Friday.
