The sick discovery was made by a boater in a boat slip at the city-owned marina on Stamford Harbor on Wednesday, said Stamford Sgt. Brian Butler.

Butler said the dog's legs were tied together with shoelaces, one lace was around the front legs and a second shoelace was tied around its back legs, he said.

He added that the dog must have suffered horribly after being put in the water being tied up and called it "a severe act of animal cruelty."

The dog did not have any tags or a collar and there no were witnesses to the intentional drowning. There was no video available in that area of the marina.

Butler said that after washing the dog, there did not appear to be any injuries, but it was severely malnourished.

Police are very interested in finding the owner of the dog so they can find out what occurred. Anyone with information is asked to contact the police department at 203-977-4958.
