Nelson Turcios, 51, turned himself in on Thursday, Feb.9, in response to a warrant related to the Dec. 4 incident, according to Westport police.

At approximately 1 p.m. on Dec. 4, Westport officers, firefighters and Emergency Medical Services responded to a Norwalk Avenue address on a report that two male workers had fallen off a three-story roof, according to Westport police.

Responding units found one of the fall victims, Juan B. Rodriguez, 29, of Stamford, to be dead on the scene. The Westport Police Patrol Division, Detective Bureau, and OSHA continued to investigate the incident, Westport police said.

Detectives determined that Turcios was the contractor for the roofing job, according to Westport police.

Through a check of the Connecticut Department of Consumer Protection, detectives found that Turcios was not currently registered with the state of Connecticut as a Home Improvement Contractor, according to Westport police.

Based on the fact that Turcios did not have a contractor license, a warrant was submitted to Norwalk Court for his arrest, according to Westport police.

After turning himself in, Turcios was charged with not being registered as a home improvement contractor. He was released on a $10,000 bond.
