Charlene Draper, 29, of Catherine Street, was arrested and charged Thursday with cruelty to animals and failure to comply with dog ownership requirements.

On Sept. 5 about 12:15 p.m., an officer responded a dispatch call regarding animal cruelty at her address, police said.

The witness said he knocked on the ajar door at the entrance of Draper’s apartment when the dog, a large pit bull named Cash, came limping outside, police said.

Cash was malnourished and had apparent muscle atrophy so bad that he could not put his left hind leg down, police said.

The witness said that Draper had abused the dog and had been trying to sell it to people on the streets in recent weeks, police said.

The police officer took Cash to Bridgeport Animal Control. VCA Shoreline Veterinary Referral and Emergency Center treated Cash and gave him physical therapy for his leg.
