Officers saw a man toss a clear plastic bag out of the window of a white Buick Regal that was in front of them near the intersection of Hope Street and Castle Court at about 8:30 p.m. Sunday, police said.

Officers stopped the car because they were suspicious that the discarded bag contained narcotics, police said. They asked the driver to step out of the car, where they discovered packaging that were consistent with heroin, police said.

No heroin was found, but the suspect said they had been used for heroin, police said.

Also, officers found a prescription drug that the man didn't have a prescription for, police said.

The driver had no insurance for the vehicle, police said.

Police conducted a search for the discarded bag but couldn't find it because it was dark and traffic on Hope Street hindered the search, police said.

Joseph E. Faugno, 38, of 17 Cross Road, was charged with one count each of possession of drug paraphernalia, possession of narcotics, fail to insure private vehicle and littering.
