Stamford Police Charge Five In Three Big Heroin Busts

STAMFORD, Conn. — Stamford Police made three large heroin-related arrests Tuesday and Wednesday morning, Capt. Richard Conklin said.

After receiving information that a couple was heading to New York City to purchase heroin to sell in Stamford, officers stopped them near their Franklin Street residence, the captain said. The couple had their 4-year-old daughter in the car, and 72 glycine envelopes of heroin in a “Hello Kitty” bag filled with kid items as well, Conklin said.

The envelopes were in $20 quantities, and police also seized $323 in cash and a pair of brass knuckles, he said. The heroin was marked “914,” which Conklin assumes may be the area code in which it was purchased.

Justine Fernandez-Martinez, 27, and Miguel Vazquez, 43, were each charged with possession of narcotics, sale of certain illegal drugs, carrying a dangerous weapon, conspiracy charges for each, and risk of injury to a child, police said. Fernandez-Martinez was released to care for the child on a promise to appear, and Vazquez was held on $20,000 bond, Conklin said. The Department of Child and Family Services has been notified.

Also Tuesday afternoon, police arrested Robert Bracey, 47, of Stamford, with 83 glycine envelopes of heroin in Latham Park, the captain said. Police also seized $932 in cash from him, Conklin said.

Bracey had two different types of heroin in his possession, with 43 labeled as “Awesome,” and 40 as “Plan B,” the captain said. Bracey was charged with possession of narcotics, sale of certain illegal drugs, and interfering/resisting arrest, police said.

Officers were later called to the West Side to settle a dispute between a father and son involving a gun when they found 300 bags of heroin, a statement from the department said. The investigation, led by Sgt., Aaron Novia, also found and seized a .25-caliber Raven semi-automatic handgun, 51 rounds of ammunition, 1.5 ounces of marijuana, and $3,500 in cash, the statement said.

The father, Angel Pagan, 47, was charged with second-degree breach of peace, criminal possession of a weapon, carrying a pistol without a permit, conspiracy to commit that charge, first-degree reckless endangerment, possession of narcotics, sale of certain illegal drugs, possession of a controlled substance within 1,500 feet of a school, day care, or public housing, and interfering with an officer, police said. He was held on $150,000 bond, and police learned he was on parole in connection with narcotics charges in New York, police said.

His son, Luis Pagan, 20, was charged with first-degree threatening, first-degree reckless endangerment, illegal carrying of a pistol without a permit, possession of a controlled substance, sale of a controlled substance, operation of a drug factory, and conspiracy to commit illegal possession of a pistol, police said. He was held on $50,000 bond, police said.
