Juan Antonio Najarro-Juarez, 35, of 98 West Ave., was charged with second-degree threatening, second-degree harassment, witness tampering, intimidating a witness and violation of a protective order.
Police the man's 32-year-old wife was on West Avenue on July 16 at 11:30 a.m. when a Spanish-speaking man approached her and said he had a message from her incarcerated husband, Sgt. Kelly Connelly said.
"Your husband is in jail, soon he will get out and she will have to pay with her blood for not helping him get out of jail," is what the man told the woman, according to police.
The woman told the man she would call police, and the man left the scene, police said. The man who delivered the message is described as heavy set, in his early 20s, with a goatee and possibly spoke with a Puerto Rican accent, Connelly said.
The woman, who has a protective order against her husband, notified authorities about the incident.
Najarri-Juarez was served with the arrest warrant on Tuesday.
