Willis Wilcox Williams III, who turned himself in on Monday, was released after posting $50,000 bond for an Aug. 4 court appearance, the Advocate said.
The judge also issued on Tuesday two protective orders, prohibiting Williams from having contact with two people, whose names were redacted from court records, the Advocate said.
In June, State Police issued a Silver Alert for his 15-year-olds twins, who had gone missing after what police called "a custody dispute." They were located two days later.
The Advocate reported that Williams' ex-wife died in April after a long battle with cancer.
