Oscar Tello-Ortiz, 27, of Stamford, was charged with two counts of risk of injury to a minor and one count each of third-degree assault, strangulation, interfering with a 911 call and breach of peace.

Police said the woman left a Cove Road party at about 1:30 a.m. with her 5-year-old son and 2-year-old girl. Tello-Ortiz is the father of both, police said.

Officers believe the suspect was waiting for the victim, who is his ex-girlfriend, because he almost immediately boxed her car in as she left, police said. He opened her car door, punched her, began choking her and threatened to kill her — all while the children were in the car, police said.

He then left her car, got back into his vehicle and drove away, police said.

The woman immediately drove to police headquarters to report the incident, police said.

"She had a lot of courage to do that," Lt. Diedrich Hohn said.

Tello-Ortiz turned himself in to police at about 10 a.m. Monday. His bond was set at $10,000, and he was scheduled to appear in court Tuesday.
