Police began investigating Jorge Albei Carrillo-Palencia, 28, and his relationship with his cousin last November after he took her for a weekend to a Norwalk hotel, a statement from the police department said. At the time, he was charged with risk of injury to a minor, police said. No other charges were filed because the victim was uncooperative, police said.

The investigation started again in April when police learned the two were continuing the relationship, police said. Police recovered a cellphone that a third party was to deliver to the girl as well as his Carrillo-Palencia’s phone, which contained pornographic pictures of the girl, police said.

While preparing an arrest warrant for Carrillo-Palencia, school officials alerted investigators that the victim told friends the two were planning to run away together on Friday, police said. The girl was taken into protective custody, police said.

Surveillance was set up on Carrillo-Palencia’s vehicle,  and he was arrested after a brief struggle, police said.

He was charged with possession of child pornography, employing a minor in an obscene performance and risk of injury to a minor, police said. He was held on $500,000 bond and an immigration detainer, police said.

He was scheduled to be arraigned Friday, the release said.
